Yes, for certain Residential only applications. Permits can be applied for electronically and issued automatically when permit payment has been made. The following Residential applications can be automatically issued online:

  • Residential heating and cooling (new install or replacement)
  • Residential electrical panel repair or replacement
  • Residential re-roof (no structural changes)
  • Residential sewer line repair or replacement
  • Residential water heater

Residential solar permit or solar with ESS using SOLARAPP (this is for contractor use only)

Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be done, shall first make application to the building official and obtain the required permit.

This information is intended to be used as a general guide. When determining whether or not a building permit is required, refer to Section 105 of the California Building Code (CBC) and/or the California Residential Code (CRC) or consult directly with the Sacramento County Division of Building Permits and Inspection.

Next day inspection, if availab​​le, you must schedule by 5 p.m. the previous day.​​​

To submit a revision to an issued permit, navigate to https://actonline.saccounty.gov/CitizenAccess/ and sign in. Once signed in, choose “Apply for Building Permit" and make selection under Commercial or Residential “Revision to Currently Issued Permit" and follow online prompts.  

What You Need:

  • AP-10 revision application will be required as an attachment when prompted to upload.​ 
  • In the description indicate the permit number you are revising and detail revision(s).
  • Upload revised sheet(s) and/or supplemental documents as an attachment when prompted. Plan sheet(s) should have clouding around revised information, accompanied by a revision checklist noting revision per sheet number.
  • Revised sheet(s) or documents should be free of any prior approval stamps or notations.
  • This process is NOT to be used with SolarApp.

Online Option:

  • All plan re​​view and/or permit fees will be paid online through the Citizen Access Portal at https://actonline.saccounty.gov/CitizenAccess/​​. Sign into your account, and “Search for a Building Permit” then locate the “Record Number” and under “Actions” select “Pay Fees Due”.​​

​Downtown Location:

  • Full C​​ashier services are available at this location until 4 p.m. daily.​ 

Goethe Location:​  

  • ​​No Cashier at t​​his location. Credit card payments are made via your phone using the portal or the kiosk on site. Payment via check collected and processed offsite. 
  • No Cash payments accepted at this location. Cash payments can be m​​ade at 10481 Armstrong Ave, Rancho Cordova.​

​All new homes need to be reviewed and approved by Technical Resources, LDSIR, Planning Department, Sacramento Sewer District.  Other County Departments and Agencies may need to be contacted depending on the conditions on your parcel are Water Resources.

​Sacramento County adopts automated permitting tool to lower the cost of installing solar​

Sacramento County has launched Sola​rAPP+​, an automated application for permitting new residential rooftop solar and storage systems. Solar​APP+ will expedite solar installations, encouraging property owners to invest in generating renewable and sustainable energy.


Housing Trust Fund Ordinance

The Housing Trust Fund Ordinance was approved by the Board of Supervisors on Jan. 11, 2022, and took effect on Feb. 10, 2022. For more information, and to view the updated fee schedule, ​visit the Planning and Environmental Review website​​​​​


​New 2022 California​ Codes went into effect January 1, 2023 

Every three years the State of California adopts new and/or updated model codes. The California Building Standards Commission has established January 1, 2023 as the effective date for the implementation of the 2022 California Building Standards Code (aka, the CA Codes or Title 24). 

All plans or permit applications submitted on this date or after will be required to comply with the 2022 CA Codes. The 2019 CA Codes will remain in effect for all plan and permit applications submitted on or before December 31, 2022.

Therefore, permits issued under those approved plans may be built under the 2019 CA Codes.​ 


Electronic Submittal and Review

Sacramento County Building Permits and Inspection Division only accepts electronic plans submittal and review of all types of building projects large and small.​
